The Airborne Law Enforcement Association (ALEA) is
dedicated to Law Enforcement Officers who use aircraft to support their fellow peace
keepers working on the surface. This includes all who support the tool by which we use.

Proposal
This proposal was prepared in February 1995 by Robert A.
Gardner, CPP CSP for the Police Department of a prominent Southern California City.
The document was never brought before the City Council for approval. Leadership of the
City involved does not believe that Police Aviation is appropriate for the City.
Consequently, the Police Department to present the proposal. This proposal was modified
slightly for publication in the Virtual Security Library. Modifications were limited to
changes necessary to protect the identity of the City.

Dealing with Workplace Violence: A Guide for
Agency Planners
This handbook, developed by the Office of Personnel
Management and the Interagency Working Group on Violence in the Workplace, is the result
of a cooperative effort of many Federal agencies sharing their expertise in preventing and
dealing with workplace violence. It is intended to assist those who are responsible for
establishing workplace violence initiatives at their agencies. However, we anticipate that
its usefulness will extend well beyond the planning phase since many of the chapters
provide information that can be helpful for managers and specialists as they deal with
difficult workplace violence situations.

Bike Patrol, Keene, New Hampshire Police
Department
In June of 1993 the Keene, New Hampshire Police
Department began a UNIFORM BICYCLE PATROL. This was preceded by several weeks of research
involving various officers in the department. Several decisions were made, including which
bicycles would be used, what type of training would be conducted and the areas of police
work that would be targeted and affected.
Bike Squad, North Vancouver RCMP
In spite of having pretty hilly terrain, North Vancouver
RCMP operates a 5 member Bicycle Squad. Their duties include much of the same work done by
the General Duty police constables, with the advantage that they have greater freedom to
roam both City and District and look for trouble spots rather than having to respond to
radio calls for service. A large portion of their time is spent in both liquor and drug
enforcement activities.

The International Police Mountain Bike Association
(IPMBA) was formed in 1992 as a resource for departments to share ideas, training tips,
patrol tactics, information about uniforms, and safety concerns regarding bicycle patrols.

Hostage Situations, By: Lt. Peter J., Pranzo,

The hostage situation is one of the most terrifying and
dangerous police-involved incidents today. If handled correctly, lives are saved, property
is kept intact and a police department stands tall in achievement. Mishandling, however,
can mean bloodshed, death, widespread housing and property damage, and a concerted
distrust for either a large metropolitan police department or small local enforcement
agency.

Police Negotiations and Crisis Management
The International Journal of Police Negotiations and
Crisis Management is sponsored by the Society of Police and Criminal Psychologists and is
published twice per year. The Journal is dedicated to the exchange of information
and the furtherance of professional ethics and guidelines in the development and
application of effective techniques and procedures for law enforcement and mental health
personnel in the areas of hostage negotiations and crisis intervention.

Delaware State Police
SCUBA Unit
The Scuba Team is currently under the leadership of
Lieutenant Robert C. Hawkins and has a total of nine members. The team trains twice
monthly at different sites around the state and is responsible for the rescue and/or
recovery of drowned persons, homicide victims, evidence, and vehicles. The team also
maintains an airboat that can be utilized by any department or investigation upon request
for the use of searching inland waterways and marshes.

The Marine Patrol Association is a non-profit networking
and training group made up of individuals
involved in Marine Law Enforcement from throughout the United States and several
other countries.
The MPA was established in 1993 to support and promote joint cooperation between
Maritime Law
